Lebanese heritage is a right available to everyone

The “Silat for Culture” Association organized the second workshop as part of the project “The Right to Heritage: Toward an Inclusive Legal Framework.”

Participants discussed ways to ensure that everyone has independent and equal access to Lebanese heritage, particularly people with disabilities.

The workshop brought together representatives from cultural and heritage institutions, as well as organizations dedicated to the rights of people with disabilities,

as well as legal experts, architects, and human rights activists. Attendees reviewed a draft of general policies prepared by the project team and provided feedback to enhance their applicability in Lebanon.

This workshop continues a process that began with an initial meeting on February 5, 2026, which included an assessment visit to the National Museum in Beirut to identify accessibility barriers.

The discussions were also based on a comparative study examining international practices and existing gaps in Lebanon.

The draft proposed solutions that strike a balance between protecting historic sites and making them accessible physically, sensorially, and cognitively.

It also called for the involvement of stakeholders in the evaluation and management of projects, the incorporation of accessibility requirements into restoration work, and the training of staff at museums and archaeological sites.

It also addressed funding sources and a clear mechanism for receiving and addressing visitor complaints.

At the conclusion of the workshop, participants agreed to revise the policy framework in preparation for drafting legal and regulatory proposals to be submitted to the Ministry of Culture and relevant authorities.

This step aims to make Lebanon’s cultural heritage accessible to all without discrimination.
